Library cards are free to residents of West Virginia residents. OCPL also accepts Northern Library Network cards. A $5.00 annual fee is charged to out-of-state residents.

All applicants are asked to present one form of identification with a correct address. College students must present proof of both their school address and home address.

A parent or legal guardian must sign the application of his or her child or teen under 18 years of age. Parents and guardians are responsible for all items checked out on their child's card. Their responsibility includes all overdue charges and all unreturned items.
Lending your card to anyone is discouraged. You are responsible for all materials checked out on your card.
